Any contractor, plumber, property owner or other person, persons, firm or corporation applying for permission to open any street or alley must post, with the City Clerk, a bond in the penal sum of $1,500 payable to the city to protect the city from any liability of any kind or character whatsoever, which may arise, as a result of the applicant’s opening any such street or alley, or which may be in any way or manner connected therewith or related thereto.
