All applications for building permits must be submitted to the City Clerk at least five days before the Council meeting at which the application for permit is to be reviewed by the City Council. Applications shall be upon standard forms available from the City Clerk. Upon receipt of an application for a building permit, the City Clerk shall notify, in writing, each owner or occupant of property within 150 feet of the lot or parcel of ground on which the building or structure is to be built, erected, constructed or placed, informing such owner or occupant when the application for building permit will be considered by the City Council and informing such owner or occupant that a protest against the granting of the building permit for such building or structure may be made, either orally at the stated meeting or in writing to the City Clerk. The notice to be given by the City Clerk to owners and occupants of property within 150 feet of the lot or parcel of ground on which the building or structure is to be built, erected, constructed or placed shall briefly describe the proposed building or structure and its location upon the lot or parcel of ground where it is to be built, erected, constructed or placed.
