(A) No building or structure shall be erected, moved, added to or structurally altered without a building permit issued by the Building Official. The Building Official shall be responsible for plan review coordination and for the issuance of building permits.
(B) Upon application by any person for a building permit, the Building Official shall review plans submitted in connection with the application for compliance with all Building Codes adopted and in force in the city. In addition, the Building Official shall submit such plans to any other affected city department for review and approval by that department, before issuance of a building permit.
(C) The Building Official shall complete the building plan review and shall either issue or deny the issuance of a building permit within 30 days of submittal by the applicant.
(D) The Building Official may, in proper cases, request the aid of the Department of Labor and Industry, Building Codes Bureau, other state agencies or professional consultants to aid in coordination of plan review. If the assistance of such agencies or consultants is sought by the Building Official, then plan review and issuance or non-issuance of a building permit shall be completed within 40 days of submittal by the applicant.
(E) All applications for building permits shall be made on such forms as may be provided by the Building Official and shall contain such information as may be required to ensure compliance with all Building Codes. At the minimum, such information shall include, but shall not be limited to, the following:
(1) A scale drawing showing the dimensions of the lot or parcel;
(2) The location of existing and proposed structures on such lot or parcel;
(3) The legal description of the lot or parcel;
(4) The proposed use of the land, building or other structures situated thereon; and
(5) Name of property owner.
(F) Building permits issued hereunder shall expire 180 days from the date of issuance, unless construction pursuant to the building permit has commenced. Once commenced, if construction thereafter is suspended or abandoned for more than 180 days, the building permit shall expire. Upon expiration of a building permit, a new building permit must be sought and issued pursuant to the procedures set forth in this section.
