(A) Method. In order to establish a uniform system of numbering houses within the city, all houses fronting on streets and avenues within the city shall be numbered in conformity with the following provisions.
(1) Even numbers shall be on north and west sides of streets and avenues of the city, and odd numbers shall be on the south and east sides of the same.
(2) Numbering shall commence at the east side of the city and increase running west 100 numbers to the block, on all streets within the city; and upon all avenues shall commence on Front Street and increase running south 100 numbers to the block. Numbering upon the properties lying upon the north side of the Great Northern right-of-way shall be as set forth in the plat on file with the City Clerk.
(3) As to all locations within the city, a plat has been prepared following the rules as set forth above in this section, which plat is on file with the City Clerk and in which plat each portion and parcel of land within the city has been appropriately numbered, and the numbers so designated upon said plat are adopted as the official numbering for all property within the city.

(B) Designation by City Clerk. The City Clerk shall designate the number of all houses in conformity with the plat as provided for in division (A) above and shall furnish the owner of each house now or, hereafter built with its proper number as soon as completed. When any house is not correctly numbered, or not numbered at all, the City Clerk shall give such house its proper number and require the same to be placed upon such house in a conspicuous place next to the street or avenue, as the case may be, at the expense of the owner, including the cost of furnishing the number.
