No ordinance shall be passed, or tax assessed or levied, without the consent of the majority of the Council at which a quorum is present at the meeting, and no ordinance shall be passed, except at a regular or adjourned meeting of the Council unless two-thirds of the whole number of members of the Council vote in favor thereof and the votes taken thereon in said meeting by yeas and nays shall be recorded upon the records.
