§ 92.03 PUBLIC DISPLAYS; PERMIT AND CERTIFICATE REQUIRED.
   This chapter shall not affect pyrotechnic displays arranged by organizations for the general public in connection with public celebrations; provided, however, that, any such organization shall first apply to the City Council for a permit to conduct the display and shall present to the City Council at the time of application a certificate signed by the Fire Chief of the city certifying that the display has been approved by him or her and that the same will be carried on under his or her direction and in accordance with his or her instructions, in order that the fire hazard may be eliminated. No permit shall be granted without a certificate first having been obtained. Any expense incurred by the Fire Chief and his or her Department in supervising the display shall be borne by the applicant.
