2-4-2: DEFINITIONS:
For the purpose of this chapter, and any regulations promulgated hereunder, the following words shall be defined as follows:
   ACTION: When used with respect to any federal or state agency and special district, shall have the broadest possible meaning in the context of any exercise of authority, and shall include, without limitation, any proposal, policy, regulation, management plan, rule, consideration, finding, study, or gathering or review of data, that may lead to any substantive rule, regulation, plan or administrative action or determination.
   FEDERAL AGENCY, STATE AGENCY, DISTRICT OR ANY COMBINATION THEREOF: Each department, commission, political subdivision or other instrumentality receiving its authority from the executive, legislative or judicial branch of the United States or the state of Oregon or from a board or governing body, including, without limitation, independent regulatory agencies, districts created under ORS chapter 198 or the principal act, and public corporations, together with each officer, agent or employee thereof in the performance of official duties.
   PRIVATE PROPERTY: All property protected by the fifth and fourteenth amendments to the United States constitution. (Ord. 135, 12-5-2001)
