1-9A-1: ESTABLISHMENT AND PURPOSE:
   A.   A procedure to handle violations of county ordinances as civil infractions is hereby established.
   B.   This procedure is established for the purpose of decriminalizing penalties for violations of certain ordinances and to provide a convenient and practical forum for civil hearing and determination of cases arising out of said violations. (1989 Code)
