The purpose of this title is to establish zones that regulate the location and use of buildings, structures and land for agricultural, recreational, educational, residential, commercial and industrial purposes; to implement the policies established in the Malheur County comprehensive plan; to regulate and limit the percent of lot coverage of buildings and other structures hereafter erected or altered; to establish minimum widths and areas for the subdivision or resubdivision of lots; to protect future primary roads and enable the widening of certain existing roads; to promote a high quality environment; and to promote public health, safety and welfare.
