For all projects involving channel modification, channel fill, or stream maintenance (including levees), the flood carrying capacity of the watercourse shall not be adversely impacted. The total cumulative effect of the proposed project when combined with other existing development will not increase the base flood elevation more than one foot for the affected hydraulic reach of the stream and will not increase flood damage or potential flood damage.
