(A) No person shall have in his or her possession any burglar’s nippers, pick lock, skeleton key, bit jimmy or any other burglar’s instrument or tool unless the possession is innocent or for a lawful purpose.
(B) No person shall make or alter or attempt to make or alter any key or other instrument that will open the lock of a building unless requested to do so by some person having the right and authority to make the request.
