Waiting time shall include the time when the vehicle for hire is not in motion, beginning three minutes after arrival at the place to which it has been called, the time consumed by unavoidable delays at street intersections, and the time consumed while standing at the direction of the passenger. No charge shall be made for time lost for inefficiency of the vehicle for hire or its driver or the time consumed by premature response to a call.
