(A) The Village Administrator, or his/her designee, is authorized to issue a village issued certificate to any qualified applicant for the operation of a vehicle for hire. The village issued certificate shall contain a distinguishing number, name of the person owning such vehicle for hire, his/her business address, the number of vehicles to be operated, the make and type of each vehicle to be used, the vehicle identification number thereof, and the state license number thereof.
(B) The village issued certificate shall be non-assignable and nontransferable.
