(A) No village issued certificate to engage in the business of operating a vehicle for hire shall be issued to or held by any person:
(1) Who has been convicted of a felony within five years of the date of application or has been released from prison or jail upon a felony conviction within five years of the date of application; or
(2) Whose license to operate a vehicle for hire in any jurisdiction has been suspended or revoked during the preceding six months.
(B) No village issued certificate to operate a vehicle for hire business shall be issued to or held by any firm or corporation if any officer thereof would be ineligible for a village issued certificate under the foregoing conditions.
