(A) In any case in which a licensee appeals to the State Liquor Control Commission from any action or order of the Local Commissioner under this section, the appeal shall be limited to a review of the official record of the Local Commissioner, the President and Board of Trustees of the village.
(B) The licensee undertaking any appeal shall pay all costs of preparing and transcribing the official record in connection with any appeal.
