§ 96.15 INCIDENTAL CONSTRUCTION REQUIREMENTS.
   (A)   Traffic control permits. Providers shall secure a separate permit from the village to work within rights-of-way for activities that affect traffic patterns, traffic safety, or require street pavement lane closures. Providers shall comply with all requirements of the Illinois Department of Transportation Manual of Uniform Traffic Control Devices, and the Illinois Department of Transportation Standard Specifications for Road and Bridge Construction for traffic control during construction activities within a street right-of-way.
   (B)   Surface restoration. When existing pavement, sidewalk, yard area, ditches or other surface treatments on public rights-of-way are removed in the course of collocating a small wireless facility, the surfaces shall be restored to meet the original condition in accordance with the Standard Specifications for Water and Sewer Construction in Illinois and in accordance with the requirements of the Village Infrastructure Design Manual. Street cuts shall be made only at the times and in a manner approved by the village following at least 24 hours notice to the village.
   (C)   Excavation. All excavations for small wireless facility installation shall be adequately guarded with barricades and lights as to protect the public from hazard. Streets, sidewalks, parkways, and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the village.
   (D)   Consent for inspections. All work for which a small wireless facility collocation permit is required shall be subject to inspection by the Building Inspector or his or her duly authorized representative. It shall be unlawful to refuse to allow the Building Inspector or his or her representative to enter the premises or structure at any reasonable time to make an inspection. It shall be unlawful to interfere with or hinder the Building Inspector or his or her representative when in the performance of their duties.
