(A) No owner or person in control of an animal shall permit the animal to deposit fecal matter on any public right-of-way or property of another, without providing a means of disposing of the fecal matter. The owner or person in control of the animal shall promptly remove all fecal matter deposited on any property, other than that belonging to the owner or person in control of the animal. This section shall not apply to support dogs or guide dogs for the blind, visually handicapped or otherwise physically disabled persons.
(B) The offense specified in this section shall be an absolute liability offense.
