(A) No owner of any animal shall allow or permit the animal to run at large or to be on the public right-of-way or the property of another without being securely restrained by a leash or other means.
(B) Any animal unlawfully running at large is hereby declared a nuisance and may be impounded as provided in this chapter.
(C) The offense specified in this section shall be an absolute liability offense.
