(A) No person shall haul, drag, transport or otherwise move any dead animal along or upon any street, alley or other public place within the village unless the dead animal is wholly covered so as to conceal the same from view.
(B) No person within the village shall skin or otherwise mutilate any dead animal within the view of any public place or private property other than the private property owned or controlled by the person.
