(A) No person shall keep, harbor, sell or give away a vicious animal within the village. The animals are hereby declared to be nuisances and are subject to impoundment.
(B) An animal impounded under this section will not be returned to the owner unless the animal is found not to be vicious. Animals subsequently found to be vicious will be turned over by the village to an appropriate agent or agency to be destroyed at the owner’s expense.
