(A) Effective March 1, 1988, the village shall assess a service charge of $10 against the account of any person, firm or corporation which draws or endorses a check to the village which is returned unpaid or dishonored by the depository due to insufficient funds, account closed, or other reason.
(B) This section shall become effective ten days after its passage and publication on February 8, 1988 as required by law.
