§ 31.04 VILLAGE ADMINISTRATOR.
   (A)   Creation and nature of position.
      (1)   There is hereby created the position of Village Administrator. The Village Administrator shall be appointed by the President, by and with the advice and consent of the Board of Trustees pursuant to § 3.1-30-5 of the Illinois Municipal Code. The Village Administrator shall have qualifications substantially equivalent to those of a city manager, including educational and professional training and/or experience in administrative and management principles and procedures. The statutory provisions of § 3.1-35-10 of the Illinois Municipal Code are hereby made expressly applicable to the position of Village Administrator.
      (2)   The Village Administrator shall receive compensation as shall be fixed from time to time by ordinance or resolution.
   (B)   Duties generally. The duties of the Village Administrator shall be:
      (1)   To aid and assist the President and Board of Trustees in the formulation and development of policies, programs and procedures, as established by the President and Board of Trustees and to supervise and administer the implementation of the policies, programs and procedures;
      (2)   To recommend to the President and Board of Trustees the appointment of heads of all departments and divisions subject to appointment by the President and Board of Trustees and to supervise the work of the department or division heads and all other employees of the village;
      (3)   To serve as Budget Director, as those duties may be provided for by ordinance or resolution;
      (4)   To provide for the development and dissemination of sufficient information relating to the business of the village;
      (5)   To direct the general operations and business of all departments and divisions of the village, and to provide for communications within the village among the various departments and divisions, and to provide for coordinated planning of the various activities and duties thereof, provided that nothing herein shall be construed to remove direction and supervision vested in the Village Treasurer or Village Clerk by statute or ordinance, nor shall this chapter be construed as altering the lawful powers and duties of the President and Board of Trustees;
      (6)   To assist the President and Board of Trustees in the enforcement of all laws and ordinances within the municipality; and
      (7)   To perform other duties as may be directed by the President and Board of Trustees.
