The owner of any abandoned or inoperative vehicle which has been removed, transported and stored under this chapter may, prior to the sale thereof, present sufficient proof of ownership to the Chief of Police and the Chief of Police shall order the release of the vehicle to the owner upon the payment of all charges of advertisement, removal and storage. This section shall also apply to any person who owns a security interest in any abandoned motor vehicle.
