No person shall keep, store, place or allow to remain in open view, a motor vehicle or vehicles in an inoperative condition, unsightly automobile or motor vehicle parts, abandoned motor vehicle, and related refuse or rubbish from such vehicles in any lot or parcel of ground within the corporate limits of the city, except on premises authorized by the city for such purposes.
