§ 31.33 MEETINGS TO BE ORDERLY.
   The meetings of the City Council shall at all times be orderly and decorous, and it shall be the duty of the presiding officer to enforce good behavior. Any member, who during a regular or called meeting shall refuse to obey the presiding officer when called to order or who shall be guilty of disrespectfully treating the Council or any member thereof shall be guilty of a misdemeanor. Such offending member, on the order of the presiding officer, shall be forcibly restrained from interfering with the good order and decorum of the body.
