No member of the City Council, the Mayor included, shall absent himself from any meeting of which he may have notice unless he has leave of absence or a reasonable excuse for his failure to attend. The absence of any member from the meeting shall be noted of record and if without reason or reasonable excuse shall subject the absentee to a penalty.
