§ 31.31 MEETINGS.
   (A)   Regular meetings.
      (1)   There shall be a regular meeting of the City Council on the first and third Monday night of each month, at 4:30 p.m., provided that, if the regular meeting falls on a legal holiday, the meeting shall take place on the next day at the same hour.
      (2)   Effective January 4, 2016, the regular meetings of the City Council shall be held at the City Council Chambers, 77 North Main Street, Madisonville, Kentucky, at 4:30 p.m. prevailing local time.

   (B)   Special meeting of the Council may be called by the Mayor or upon written request of a majority of the Council. In the call, the Mayor or Council shall designate the purpose, time, and place of the special meeting with sufficient notice for the attendance of Council members and for compliance with KRS Chapter 61.
   (C)   At a special meeting no business may be considered other than that set forth in the designation of purpose.
   (D)   The minutes of every meeting shall be signed by the person responsible for maintaining city records provided under § 32.07 and by the officer presiding at the meeting.
