§ 31.03 ORGANIZATION AND STRUCTURE.
   (A)   Pursuant to SB 41 and SB 26, of the 1980 Regular Session of the General Assembly of the Commonwealth of Kentucky, the City of Madisonville elects to retain the organization and structure of its city government existing on July 14, 1980, immediately before the effective date of nonemergency legislation enacted by the 1980 Regular Session of the General Assembly.
   (B)   For the purposes of the organization and structure of the government of the city, those sections of the Kentucky Revised Statutes pursuant to which the city government operated on July 14, 1980, which sections have been repealed effective July 15, 1980, shall continue as directing and controlling the organization and structure of the city government, notwithstanding their respective repeal.
   (C)   Ordinances and resolutions of the city are declared to remain in force and effect, and any such ordinance citing or relying on a section repealed by the 1980 Regular Session of the General Assembly shall be deemed to refer to such repealed statute for purposes of structure, procedure, and operation only, and not for the grant of any power or authority found in such section.
   (D)   Enactment of this section is for purposes of compliance with SB 26, KRS 83.020(2), and is pursuant to SB 41, KRS 82.020.
   (E)   This section shall become effective on its passage and approval, and publication as required by law, but the organization and structure of city government, and ordinances and resolutions of the city, shall not change before the effective date of this section.
