If a transfer occurs, the transferee shall be subject to the provisions of this chapter and shall provide the following:
(A) The information required of a registrant in § 102.20(E);
(B) An adequate indemnity in the same manner as required in § 102.25 of an operator to whom a construction permit is issued;
(C) Certificates of insurance as in the same manner as required in § 102.26 of those to whom a construction permit is issued;
(D) Performance and payment bonds as required by § 102.27; and
(E) Establish a security fund as required by § 102.28.
