(A) There is hereby established a "911" fee of $.32 per month for each exchange telephone subscriber which is levied as a special tax, and/or fee to be paid by each telephone subscriber on an individual exchange line basis limited to a maximum twenty-five (25) exchange lines per account.
(B) South Central Bell Telephone Company and any other telephone company providing services to subscribers within the city shall collect the aforementioned sums.
(C) The Phone Company shall turn said sums over to the City Treasurer within thirty (30) days after the end of each month. The City Treasurer, in turn, shall put said sums into a special account which shall be used only for the purchase of equipment for the 911 Emergency Telephone System and/or operating expenses of said system. The money so deposited shall not be used for any other purpose.
