All residential customers shall position their toter curbside in front of or on the property being served with the lid closed and handle facing away from the street, by 7:00 a.m. on the day of collection and removed from curbside by 7:00 a.m. on the day following collection. No toters shall be placed on or in front of a neighbor’s property without the written consent of the neighbor. All commercial customers shall provide reasonable access to their dumpster.
