(A) It shall be unlawful for any person or business to place discarded items, including tree limbs, leaves, furniture, building materials, and the like on any public right-of-way (streets, sidewalks and the like). Anyone putting debris on public right-of-way will be subject to § 97.99.
(B) All solid waste to be collected shall be deposited in an appropriate container. Organic garbage and food waste should first be sealed in an appropriate plastic trash bag, before being placed in the toter. The city shall not be required to collect any solid waste not deposited in an appropriate container.
