(A) The following portions of the following streets are designated to be snow route streets:

(B) On a declaration by the Mayor, that a snow emergency exists caused by heavy snowfall in the city, no parking shall be permitted on the snow routes listed in division (A) above or any other location where parking is prohibited by any vehicle. The portions of the streets herein designated to be snow route streets are in addition to the streets where parking is already prohibited. A designation of a street or a portion thereof as a snow route does not mean that the street will have priority over other streets for snow removal purposes. The Mayor in consultation with the head of the Transportation Department shall determine the order of priority for snow removal from the various streets located within the City of Madisonville.
(C) The routes in division (A) above shall be designated as snow routes and reasonable insignias shall be placed on the routes to indicate to the public that the routes are snow routes.
(D) After a declaration of emergency, no parking shall be permitted on a snow route, and any vehicle found parking on a snow route may be towed by the city at the cost of the owner of the vehicle, in addition to the penalties imposed by this code.
