City tow lots shall be under the direction of the Chief of Police who shall designate a custodian responsible for its operation. The city tow lots shall be maintained and operated on a 24-hour service and shall have storage facilities to take care of all vehicles towed by city and contract wreckers. The city tow lots which are designated for storage of all motor vehicles towed by city wreckers or contract wreckers shall be secured in such a manner as to preclude tampering with vehicles stored therein and shall be required to take all necessary steps to prevent damage accruing to such vehicles while in their custody.
