§ 42.12 HONORARIA.
   (A)   No officer or employee of the city or a city agency shall accept any compensation, honorarium or gift in consideration of an appearance, speech or article related to the officer's or employee's employment by the city. Nothing in this section shall prohibit the acceptance of commemorative gifts of nominal value such as plaques, mugs, photographs, etc.
   (B)   Nothing in this section shall prohibit an officer or employee of the city from receiving actual and reasonable out-of-pocket expenses incurred by the officer or employee in connection with an appearance, speech or article, provided that the officer or employee can show by clear and convincing evidence that the expenses were incurred or received on behalf of the city and primarily for the benefit of the city and not primarily for the benefit of the officer or employee or any other person.
