§ 38.04 AUTHORITY; POWERS OF AGENCY.
   The Disaster and Emergency Services Agency, by and through the director thereof, shall have the power and authority;
   (A)   To expend funds for purchase of equipment, materials and supplies for disaster and emergency services purposes when the expenditure of funds for such purposes is authorized by the legislative body of the city.
   (B)   To direct and coordinate the development of disaster and emergency services plans and programs in accordance with the policies and plans prescribed by the federal and state disaster and emergency service agencies.
   (C)   To establish a primary and one or more secondary control centers to serve as command posts during an emergency.
   (D)   Subject to the order of the governor, or the chief executive of the county or city, to assign and make available for duty the employees, property, or equipment of the county or city relating to: Fire fighting, engineering, rescue, health, medical and related services, police, transportation, construction, and similar items or services for disaster and emergency services purposes and within or outside the physical limits of the county or city.
   (E)   To have all other powers vested in the Disaster and Emergency Services Agency of Madisonville/Hopkins County, or in the direction thereof, under the provisions of this chapter.
