There is created in the city, jointly with Hopkins County, an agency to be known as the Disaster and Emergency Services Office; with a director who shall be appointed by the county judge-executive. The director of disaster and emergency services shall have the entire responsibility for the organization, administration, and operation of such local organization for disaster and emergency services, subject to the direction and control of the Mayor when within city limits.
