§ 38.02 EMERGENCY POWERS OF MAYOR.

The Mayor, as the chief executive officer of the city shall have the power to declare when there exists in the city a disaster or emergency requiring the carrying out of the emergency functions under this chapter; to preserve the lives and property of the people of this state, and generally to protect the public peace, health, and safety.
