The training officer shall possess the knowledge, training, skills, and other qualities required to establish and carry on the training and recruiting program of the Fire Department. The training officer shall be in command of all personnel of the Fire Department, at such time as they are directly engaged in receiving training or participating in a training program. The training officer shall establish and operate a fireman's training program whereby its recruits, as well as its regular members, shall receive regular and progressive training in the knowledge and skills of fire prevention and firefighting. The training program shall also provide advance training in the higher and more specialized skills in these respective areas.
