It is made unlawful for any person, not a member of the Department, to congregate or leave any automobile, or other vehicle, or any other construction in front of the central fire station, or elsewhere, in such a way, or manner, as to obstruct, hinder, or impede, or delay the prompt or free movement of the equipment and apparatus of the Department, in promptly answering or responding, to a fire alarm, or for anyone to drive an automobile or other vehicles across, over, or on any hoseline, or to injure, deface, or trespass on any property or equipment of the department..
