§ 36.08 OBSERVANCE OF TRAFFIC RULES; RIGHT-OF-WAY.
   (A)   The Fire Department shall have right-of-way over all traffic in answering fire alarms, except ambulances which are engaged in transferring patients or making emergency calls; otherwise, they have right-of-way over ambulances.
   (B)   The Fire Department shall observe all traffic rules when returning from fires, after the fire is out, and it is made the duty of the drivers and those in other vehicles, of every character, to clear the streets, and in doing so, to observe the traffic laws by turning to the right and take a position at the curb and remain there until the fire department shall have passed them at least three blocks.
   (C)   Any person violating any provision of this section shall be punished, and in addition shall be liable for any injury that may result from such violation, both to person and property.
