In the matter of general conduct, not within the scope of the Fire Department, members shall be governed by the ordinary rules of good behavior observed by law-abiding and self- respecting citizens, and shall be liable to have charges preferred against them for conduct tending to bring reproach, or reflection, on the Fire Department.
