The owner of any dog so impounded may reclaim the dog from the city upon the payment of the following fees:
(A) A fee of five dollars ($5.00) for apprehending and impounding the dog;
(B) A storage and maintenance fee of two dollars ($2.00) per day or portion thereof during which the dog is impounded.
