The purpose of this subchapter is to establish a personnel program for the city. The policies established shall be consistent with the following merit principles.
(A) Appointment and promotion shall be based on merit and job fitness;
(B) Equitable and adequate compensation will be provided;
(C) Employees may be trained as needed to attain high quality performance; and
(D) Equal employment opportunities will be encouraged.
