At least 2 competitive prices shall be solicited where practical. When feasible, quotations or bids shall be based on plans and specifications. Competition shall be upon common merchandise, conditions or services so as to foster the competition. Purchase orders may be used for purchases where practical and would contain an authorized signature by the Chief Purchasing Agent or departmental purchasing agent depending on city requirements.
