All purchases and contracts in an amount over $1,000 shall, where practical, be based on specifications with a copy being placed on file with the City Clerk and open to inspection by the public. Other purchases and contracts shall be in accordance with M.S. § 471.345, as it may be amended from time to time. Bids shall be received by the City Clerk or City Manager to be opened at the time and place designated in the notice or by default at City Hall. At a minimum, the City Clerk or City Manager shall be present at all bid openings.
