§ 33.21 PURCHASING AGENTS.
   The City Manager shall serve as the “chief purchasing agent” of the city and is responsible for oversight of the city-wide purchasing function. Department head/supervisors shall serve as “purchasing agents” of the city with responsibility for their specific functional areas.
