The City Council establishes the following city departments and boards.
(A) Departments.
(1) Legislative/City Council.
(2) Executive/City Manager.
(3) City Clerk/Business Office.
(4) Financial/City Treasurer & Independent Auditor.
(5) Legal/City Attorney.
(6) Public Safety (Police/Fire/Building Inspection/Ambulance/EMS).
(7) Public Works/Utilities (Streets & Lighting, Buildings, Environmental/Weed Control, Water, Sewer, Sanitation, Electric, Storm Drainage).
(8) City Engineer.
(9) Culture & Recreation (prairie arts, grand theater, library, parks/athletic fields, swimming pool, bowling alleys, senior citizens recreation).
(10) Municipal Liquor.
(11) Urban & Economic Development/Community Development/Housing & Redevelopment.
(12) Miscellaneous (Cemeteries, Community Education and Cable Television).
(B) Boards.
(1) Madison Charter Commission.
(2) Madison Cable Television Commission.
(3) Madison Economic Development Authority.
(4) Madison Housing & Redevelopment Authority.
(5) Madison Public Library Board.
(6) Park & Recreation Board.
(7) Planning & Zoning Commission.
(C) Committees. As established from time to time based on the city’s needs upon the recommendation of the Mayor or 2 Council members and conditioned upon formal action of the City Council. The role of the committees shall be defined by the City Council.
(D) Departmental employee authorizations. The City Council shall determine by resolution the authorized city positions and the number of employees to be used. The City Manager shall be responsible (as established by City Charter) within the Council authorizations for appointment of the positions.
(E) Joint powers boards/commissions and committees. The City Council shall appoint representatives from time to serve on joint governmental entities and have the power to vote as may be conveyed by the joint entities.
