§ 30.23 ORDER OF BUSINESS.
   (A)   Order established. Each meeting of the Council shall convene at the time and place appointed. Council business shall be conducted in the following order:
      (1)   Call to order;
      (2)   Approve agenda;
      (3)   Approve minutes;
      (4)   Public petitions, hearings, and communications;
      (5)   Consent agenda;
      (6)   Unfinished and new business;
      (7)   Auditing claims;
      (8)   Mayor/Council/Manager reports;
      (9)   Adjournment.
   (B)   Varying order. The order of business may be varied by the presiding officer, but all public hearings shall be held at the time specified in the notice of the hearing.
   (C)   Agenda. The City Clerk or Manager, as the person(s) responsible, shall prepare an agenda of business for each regular, special and emergency Council meeting(s) and file a copy in the office of the Clerk. Regular meeting shall have a copy filed not later than 96 hours before the meeting. The agenda shall be prepared in accordance with the order of business and copies shall be delivered by the Chief of Police or another police officer to each Council member, city departments, newspaper and interested persons as far in advance of the meeting as time for preparation will permit (normally 4 days). No item of business shall be considered unless it appears on the agenda for the meeting or is approved for addition to the agenda by a majority vote of the Council members present.
   (D)   Consent agenda. Agenda items shall contain routine, non-controversial items that need little or no deliberation. The City Clerk or Manager, as the person(s) responsible for placing items on the agenda, prepares the consent agenda. By a majority vote or higher vote, the Council may approve all actions on the consent agenda with one vote. In the event a Council member/Mayor objects to an item being on the consent agenda, it should be removed and acted upon as a separate agenda item. Any Council member or the Mayor may request of the presiding officer removal of any consent agenda item for separate consideration.
   (E)   Agenda materials. The City Clerk or Manager shall see that at least one copy of printed materials relating to agenda items is available to the public in the meeting room while the Council considers their subject matter. The agenda item shall not be considered unless this provision is complied with. This section does not apply to materials that are classified as other than public under the Minnesota Data Practices Act or materials from closed meetings.
