An employee personnel policy shall be established upon the recommendation of the City Manager and subsequent adoption by City Council. The policy shall establish the terms and conditions of employment for city employees, and both the city and the employees shall be bound thereby. All of the terms of the employee personnel policy shall be posted or distributed to each individual city employee, and all amendments thereto shall be similarly posted or distributed upon adoption. The City Manager is authorized to issue administrative directives not inconsistent with this policy. Administrative policies shall become a part of the personnel policy upon being filed with the office of the City Clerk (Business Office) and posted or distributed to each employee.
